A pier is a long run from the panel.
Everything on a pier starts back at the house: the circuits leave the panel, or a sub-panel, and run the length of the pier to the lights, the outlets and the lift.
Power near water needs more care than power indoors. Outlets out there are GFCI-protected, and the run, the pedestal and the fittings are planned for the weather before anything is mounted.
